Depending on several things that can and do go wrong, most hot water heaters are fairly simple machines.
You do not mention exactly what is going wrong, only that you are not getting mutch help from enercare (The primary provider of the rental equipment).
Since it is a RENTAL piece of equipment, it is for the rental company to provide the support, if that fails, then there is the Provincil or State agencies that handle contractors and their agents.

How big of a house size , and perhaps, try calling the Installers who installed the machine.
usually, there is a number on the front of the heater.
there is a thermostat control at the heater element that is adjustable
The temperature range is from around 55c to around 90c and if the water is almost boiling then I would suspect that that thermostat is not operating correctly
have an accredited electrician or plumber with electrical qualifications check it out.
If this is a new hook up some one has got the two water pipes hooked up on the wrong sides If it works that way might be as simple to use a black marker then remark each side. Save a lot of work as well someone won't make a mistake some day and get into trouble.
water getting hot should be almost instant... it may take a minute to move the cold out of the pipes.
is your heater ignighting?
if not then you might have a small amount of air in the gas line when you changed the bottle.
you will need to bleed the line...
with the gas turned on, loosen the gas connection to the unit and let the air out until you smell gas.
tighten the connection, snug, do not over tighten.
wait about 5 minutes for the gas to dissipate before attempting to light the unit.
during this time, you can use a little soap water on the connection you loosened to make sure it is not leaking.
now go turn on your faucets, let the water run for a minute and make sure you get hot water.
if no hot water, then you might have something else wrong. you will need to let us know the error code and what the unit is doing
Carefully catch some water in a container from pressure relief valve (pull lever slightly) at top of tank, and see if it's up to temperature. If it's hot there, I suspect your by-pass at back of the tank, is faulty. Depending on what by-pass system your using, it may be in wrong position, blocked, or mixing hot and cold. Cold water flows into bottom of tank, and hot out the top. If any valve in between the 2 lines, close it, and make sure valves in and out of bottom and top are open. Let me know what you find, or if water from pressure relief valve is not hot either.
they have it installed wrong it is pulling from the wrong side, it is supposed to pull ot water up to the fixture but then if it stays hot on the cold side they are backwards
