Select Source button from your tv remote keep in AV mode than cheked if you have conected with yellow/red/white rca wire

if you have a picture on the tv from normal channels and/or cable, then i would suspect the scart lead may have a bent pin at one end or both or is not inserted fully.

No, but most Blu-ray players are "smart" players and include a Netflix app as well as other services such as HULU, Amazon, etc. Usually, the Blu-ray player will have stickers or or emblems printed on the box or the on the player itself with "Netflix" , etc.
Connect the Blu-ray player to the TV using an HDMI cable. Connect the Blu-ray player to your router/home network with an ethernet cable or wirelessly if your player has built-in Wi-fi. Once that is done you can go to the Main Menu on the player and select Netflix. That should open the Netflix app and connect you for watching Netflix.

No signal on vizio smart tv from RCA portable DVD player using composite cable

First try another composite cable. Those "in box" ones go bad all of the time. Hook up to another tv or with another style of cable (such as S video) and verify that all is truly working first. If these steps don't work message again.
