Line GFI is lit. 24V wired thermostat is also dead. Step down transformer is humming and putting out 28v per my meter. Board only reads 125 volts on what I thought should be the 230 volt side. Is this a dead board or ???
Check voltage in , there could be one side of breaker burned causing only one side to come through. This happens on older main breakers frequently which messes up whole house.
Testimonial: "I checked the voltage on both sides of the outlet and it was fine. Given that there is 24 volts going from the transformer to the board and the thermostat is dead, I am assuming a break in the thermostat wire OR a bad board. I am not sure how to check the board."

Blank screen sounds like a fried thermosat. Abrupt outages can affect certain types of thermostats. Make a jumper wire and jump across R and G. See if you get any action from anywhere. If a fan or compressor kicks in you know you have a burned out thermosat...

The correct GE part number for the smart board (printed circuit assembly) would be WB27X10257 but I would not go to that expense.
A pretty common problem on these GE by Samsung units is a leaky electrolytic filter capacitor like the one shown in the photo.
That's the fix, to replace the biggest capacitor, in this case.

sounds like a bad connection at the batteries. try looking for corrosion. If corrosion is found, clean and check for a tight connection on the connectors.
