I'm not sure what SafeCart is but found multiple complaints about them double charging customers through PayPal. If it were me I wouldn't use them. Maybe they were blocked. I don't know but you can try asking both companies why this happened.

It is possible if they got your paypal password.
First thing you should do is change your password asap
Contact paypal customer service and tell them what happened.

It is safe. It is owned by eBay, and is spreading in popularity. You open an account, and connect that to a source of funding. Paypal likes to connect to a bank account (personally I never would), but you can connect to a credit card (what I did).

When you make a purchase (often eBay) you can specify payment by Paypal, so that the merchant never sees your personal funding source. Then Paypal makes the deduction from you.

It seems to be biased in favour of the buyer, as it offers 'purchaser insurance' against being scammed, and you can request a scam purchase be reversed.

When operating on-line with Paypal, use a secure connection, not in a cafe, a good quality password (letters, numbers, and a symbol or 2) and change it regularly.

First of all make sure your computer is clean and free from virus or trojan. This is to make sure the hacker won't be able to get into your email outside paypal. Please don't also use the password of your email address to make it safe for your paypal.

Step two : Go to paypal.com and make sure you are on the home. Click Problem with Login. Choose I dont know my password and type in the Verification code. Then enter the email addres of your paypal. IF it shows error then Choose the other option which is ""I don't know what email address I use"" then ""I need to create a new password""

Step three : Go to your email and check the email of paypal.

You must use the eBay "Dispute Mechanism", to confirm that the buyer REALLY has shipped the item back to you, and then to confirm that you have used PayPal to "refund" the buyer.

This is the ONLY way that is "safe" for both the Buyer and the Seller.

Watch out for "spoofed" E-mail from a scammer, that appears to come from eBay or PayPal.
Always directly login to the eBay "Dispute Console" and to PayPal, to confirm that you are NOT responding to a "scam" E-mail.

First of all, If you want to use PayPal - make sure you have 2 Bank accounts.
1 bank account for your money to be safe (Account A)
1 bank account for PayPal issues. (Account B)

Lets say you want to buy a pair of shoe that costs $30.00 and you have $400.00 in the bank.
Keep Limits.- dont do such mistakes.

so use Account B.

If your Account B has $5 and you need $15 to make it $20 for the shoes, transfer $20 from Account A to Account B.
PayPal may have they costs that would charge.

and it is safer from hacker. they never know how much money you have in your Account A - Safest

I hope you understand what is going on. - There are charges and online transactions are no really that safe. make sure the paypal site is trusted.

This is not something you should be asking us. Your account and associated activities are extremely sensitive. you must apply for a pay pal account, they will let you know how much you are allowed to used. After you purchase something in the ebay or any other item in the internet it is safe to pay with pay pal account, but be careful these so many SPAM, pay pal will NEVER ask you neither for you account #, SS# if you received something FISHY report it to [email protected] they will send you a note saying "you was right".
Is very safe to use pay pal account just be careful using it.

Paypal should be safe as long as you vary your password from time to time.
They do use encrypting software for their secure site. It would be as secure as any online banking with the big banks.

They also offer a guarantee of refund for some types of transactions.
