The fuel flow solenoid or needle valve it controls may be bad/need adjusted/need cleaning. If your engine has one, it is on the bottom of the fuel bowl on the carburetor. It will have a wire running to it, and when you turn on the key, it will make a tiny "click". If you take it off and remove the fuel bowl. and clean it, then put it back on, it may solve your problem.

The problem that you are describing is caused by intake valve not seating correctly. I see this problem on engines that have many hours of use or lack of service. You may be able to grind /reseat /adjust valves but usually requires new guide, valve and spring. Enjoy

it sounds like the needle valve is stuck open. This is connected to the float, and when the bowl gets low the float pulls this needle out of its seat and allows fuel to run in. Sometimes tapping on the bowl can resolve this. The needle is usually made of brass and can become corroded from water or from sitting or wintering over. if you take the bowl off you could also clean this up if tapping a little does not resolve the issue.

I put a new carburator kit in a Briggs & Stratton 18 HP Twin. But did not replaced the needle nor the new seat that came with kit, because I did not know how to remove it and did not to damage it. now the gas over flows
