Have you tested the rain gauge using the calibration procedures on page 21 of the manual? Specifically confirming that the bucket is emptying about every 25 drops.

is not compatible with Windows 7. You can go to the Microsoft Download
Center and download and install Virtual PC. It is a console that allows
you to run another operating system virtually. One installed you can install Windows XP inside it. From there you can install your application and run it from there.
