I don't know how to check that controller, I always check everything else then replace the controller. I start by checking to see if the solenoid is working and the reverse buzzer. If they are then I check the motor. You have to disconnect the main batteries then disconnect the four wires off the motor. Take a jumper wire and connect to A1 and F1 then to 16 volts. Another jumper wire will connect to A2 and F2 then to16 volts. One should be negative and the other positive. In this setup we are applying the same voltage to both coils of the motor at the same time. If the motor turns it's good.

one fuse for all, check power at switches to verify switches have power, then check for power on switch in different positions,one wire hot for down,one hot for up,and one hot at all times, if you have it in all wires replace motor
