Yes you may need a carb kit. It is not good practice to by-pass the fuel filter. The orifice in the jet is very small. But anyways, There Could still be a blockage inside the carb, a small leak at the manifold, or the jet is worn out. Let me know how it goes.
I would bet that the throttle shaft is worn and has a lot of play in it on the carburator. This is very common. The best bet is to have the carburator worked on by a small engine repair shop, or get a replacement one.

when you cleaned the carb was the needle replaced. also what is the compression on this engine. if a unit has low compression they will sometimes only run on full choke. is there good fresh gas in this unit. No water..(if in doubt trow it out)
