A smart TV such as a Visio has a button in the center with a sort of V pattern. Press that and look in a menu that comes up for the APP store. Find Netfilx in the list of apps. Generally just pressing and holding will bring up a submenu with instructions about how to add Netflix to your regular list. This works for adding various apps such as YouTube, Pandora, EWTN etc.
Plugging in the ethernet connection to the rear of your TV should cause it to automatically perform a firmware update. There is some confusion over how to get a direct firmware update as a number of people are having similar issues with their Visio TV's and no definitive firmware build/info is on the official site. This site may be of help in activating app features on your tv but I'm not sure if it applicable to your particular model -

If you can get into the setup program, try doing a factory reset to get back to the default setup settings. This may cause you to lose apps that you have added to the set, however, but that's better than having to buy a whole new set. You also may want to see if there are any updates for the set from Visio if you don't have it set up to download and install them automatically already.
Not many apps support video out on any tablets or mobile devices. Make sure the app you are trying supports the feature.
On many devices you can test the cable itself by trying apps known to work with video output, such as Netflix, Youtube or to watch any downloaded videos you may have.
I have seen this where it has an issue with doing this,can you connect a network to the back of your router and then to you TV or more than likely your blue ray player that is wifi capable.Generally the wifi is slow because of electrical interference and when you tether a cable right to the item you are working with it speeds up the connection.More that likely you are timing out before you make the connection.
