Your float might have a hole in it and is full of gas. You need to take it off and shake it to see if gas is in it, or float pin is faulty not closing correctly.

I have a operator's manual for 24a 463b129 5.5 hp. I also have an operator's manual for the engine (Tecumseh). I purchased the chipper new from Home Depot back in 2002. i have a chipper and it started giving lot of problems 4 yrs ago, so I got this free Pdf manual from reliable-store for free and I don't think Ive visited a mechanic or fixya for help for more than 3-4 times out of the 20 times I fixed the chipper in these 4 years
