it might be hard water in the heater. the hard water flakes and when your water heater turns on it creates some movement in those hard water flakes and makes a popping and hissing noise then when it comes to temperature it should stop. the temperature and pressure relief valve shouldn't make this noise. but if you stick your finger in the pipe and it is wet then you might have problems some where else. let me know if it is

make sure it is wired correctly, check circuit breaker, check breaker built on to element. If all fails, and it is determined your not getting power to it, you may need a electrician. Be careful. good luck.

hey Bookie, those plastic inserts are kinda moulded into the nipples, so taking them out might be more than a feat,...did you solder the pipe to the female adapter ON the nipple? if you did you melted the plastic and that is what's your restricting your flo,......or (believe it or not) the inlet water valve isn't turned on all the way,.....close it then open it,..could have somethin stuck in it. let me know eh? thanks and good luck, cracklin joe

I would say your water heater is from the fury series; new model number 82V52-2. I've included a link with my solution that you should take a look at. You could also look at water heaters of a different brand if this one isn't available in your area. Kenmore, GE, and Hotpoint are all very good brands of water heaters.
