I have led lights as well as Generac load shed modules installed to control overload. I can run every light in house and unit will run smooth. Just when the ac kicks on does it sputter and never smooth out

If this is one of the big "taco cart" portables you need to check that the vent on the gas cap is open when you're running the engine. In the center of the gage on the gas cap is a little knurled knob, turn it counter clockwise (lefty loosey), about a half turn or so and run the generator.
If that doesn't solve your problem add to it here, otherwise please give me a rating I'm trying to build a little credibility here and could use the help.

That sounds just about right, if the relay contacts get welded together it sometimes takes out the driver on the printed circuit board. As you found out, 12vdc from 23 to 194 makes the transfer switch move to the Generator position, relay not energized makes the ATS move to the Normal position.
You can make a nice test function by installing a 10 amp contact switch in series with either the N1 or N2 terminals. When the switch is open the generator thinks the Normal power has failed.

I work on these every day. Its either gonna be the rotor or stater, the voltage regulator, but most likely its a bad stepper motor which is the throttle motor, or control board. Thats all that could be causing that so its one of those. If its the rotor or stater thats bad it causes the generator to RPM up because it thinks its not producing enough power due to that. I had the same problem with the same one we just fixed and it was the slip rings on the end of the rotor so bad rotor.

If the area you live in has alcohol added to their unleaded gas, then you will probably need to rekit the carbuerator. Also check the spark arrestor for plugging up. Try to find a non alcohol, off road unleaded gas for your generator.

Air con is an inductive load when a motor starts up it needs about six times it's full load amps.
Your generator, is 16kw the peak power or rms power, average power? Know the difference and stick to rms values.
Thanks for all the input. I replaced both spark plugs even though it was not at a service interval and this cleared the problem. I ran the unit with normal items on in the house/simulated power fail and let the AC cycle as it normally would and the generator ran fine. the generator runs every week on it's normal cycle so was not sure why the spark plugs made the difference.
