Generally, passwords are stored in a one way encrypted form that cannot be reversed. So you should not expect to retrieve a password. Assume you need to set a new password.

Could be a Bios password . Does windows come up at all ?

I'm not familiar with this site but In general, any sort of "retrieve password" link is going to email you your password or send you a link that you click on to retrieve your password. I'm not sure if this is where you are getting stuck or not but it might help if you explain what steps you have taken to get to where you are.

Open Google Play -> go to "settings" -> click on "Password" -> click on "Forgot Password" link -> It will ask you last password, click on "i don't know" button -> It will give you the options to retrieve the password through you mobile number or email address.

I assume that its a very important file. There are a lot of utilities that allow you to retrieve the password from Microsoft Office files.
