You appear to be the only person with this issue, but others say it is the cycle tyre whining?

Hi, I have bought a second hand roger black silver cross trainer and I do not have any instructions, also the bolt that holds the front post together is missing and the tension dial does not seem to work can I adjust the tension in side the front post! Please can you help. Kind Regards Janet
