Test disconnect the output from the main board to the T-Con board and reconnect the power supply cable to the main board and check if it turns on, if it did, the problem is on the T-Con board, but confirm that the main board is the one of the problem

Prueba desconectar la salida de la placa principal a la placa T-Con y reconecta el cable de la fuente de alimentaci?n en la placa principal y f?jate si enciende, si as? lo hiciera, el problema esta en la placa T-Con, sino confirma que la placa principal es la del problema

Outages are frequenly accompanied by power surges. It sounds like your power supply got cooked and does not produce enough power to start your computer anymore.
They are inexpensive and are easily replaced. Take a couple of digital pictures of it in your case and then remove it.
Measure the dimensions and go find an ATX power supply that will fit. I recommend that you go up to at least 350 watts. Use your pictures to help you install the new power supply.

Yes based on your testing it appears that the power supply is at fault solely and you can opt to attempt a repair or replace it altogether. Unfortunately you will not be certain that the main board does not also need to be replaced until you have repaired the power supply.

You can't see if a cap is good or bad jus looking at them they have to be measured>They loose their capacitance because they dry overtime.
I do sugest that you replace you power supply module or replace all caps.Possibily you may have a broken line in the PCB
