Check that the lamp door is closed all the way. There is a saftey switch that closes from the door being on all the way. If not the status light will keep blinking. There is also a switch on the air filter door.

The blinking light is because the unit is waiting for the outdoor unit to come on. If in heating mode, the indoor fan will not run before enough pressure and therefore heat has built up. You should check that the indoor air return sensor is not faulty and therefore preventing the outdoor unit from coming on.

If the power "flickers" and unit fails but will restart once the breaker is reset, this sounds absolutley normal. It is a safety device that keeps the unit from burning up things due to improper power being supplied. As long as resetting puts it back into service with no issues, don't worry about it.

Yes. The Yellow LED blinking 3 times is a normal boot-up, but if it keeps doing it -- it needs the firmware "update" (which is more like a reload because it got corrupted.) The problem is, no one talks about how to do that. (there is a PDF and firmware on toshiba's website, but it lacks some crucial details.)
My friend gave me his 42HL167 after this problem started after a power event during a storm and I managed to fix it by reloading the firmware.
