Sounds like you've got a problem with either the Drive Motor, Drive Controller or Drive Belt.

It could be an easy fix but it depends on the where the fault is.

Does it make any noise or effort to open the tray?

SOURCE: The CD trays on my Fisher DAC-199 will not come out. The machine just hums. The door will sometimes open or close.

That is most likely a belt that has stretched with time. Some belts are easy to install and other are so that you must remove the transport to get at the belt location. The symptom is very common in belt type drawer systems. I see it all the time.
