It depends on how much the repair will cost and how long it will be before another repair is needed - these are unknown quantities but you could ask your local repair shop and a Panasonic dealer how much for a repair estimate.
Mostly if you go ahead with the repair the cost of the estimate will be waived. If you don't go ahead you should be able to negotiate the estimate cost as a discount off a replacement - if you use a Panasonic dealer.

I would first suggest that you look inside the cooking cavity to see if your wavegudie cover is burned or carbonized. If so, it will need to be replaced. You can order one via Tritronics at http://www.wehaveparts.com The job of the waveguide cover is to protect the waveguide (opening) and the magnetron from buildup of food particles and grease. When the grease and food particles build up on and behind the cover, they will carbonize and arc - and maybe even flame up! The solution is to clean it and keep it clean - but if it's too dirty or is burned, it must be replaced. Sometimes it's necessary to remove the cover to clean both sides of it, and to clean the edges of the opening it covers. It is sometimes held in place with a small plastic rivet (or screw) and once that is removed, the cover will slide over a little then drop down. Be VERY careful not to get cut on the potentially sharp edges of the opening, and do not spray anything into the opening. Apply an alcohol-based cleaner (such as the purple kind) and /or gentle scouring powder to a cloth or paper towel and carefully wipe it out, then when it's dry, reinstall the cover and the rivet. I suggest to my customers that they NEVER use any ammonia-based cleaner (like the blue stuff) on a microwave, since the ammonia will crack and distort polycarbonate plastics. Once you remove and / or clean the cover and clean the opening of the waveguide, if it still won't heat and/or still has the smell, you may have a bad magnetron or high-voltage transformer. Chances are you have a magnetron that's failing. GE had a rash of "underperforming" magnetrons on these units. They replace the magnetron, stirrer and high-voltage diode at no charge for parts as long as a GE-authorized service center does the work. Sometimes the unit gets run too long in a failing state and the waveguide and chassis of the oven get damaged. The bulletin shows you where tyo check. If the screen is showing a fault number or a number you havent seen before then its probably a program fault which can't be fixed. Check that the vent holes on the back of the oven aren't dirty and ensure that the whole oven is clean inside. Sadly it sounds like a program fault which cant usually be fixed by the owner though.
Finding a Panasonic oven repairer in the UK shouldnt be a problem though. My parents had a simlar problem wth their Panasonic Inverter oven, called the UK customer services and Panasonic contacted an authorised repairer in Scotland to visit them. Call customer services on 0844 844 3868.
If the call out charge exceeds £80 then you're probably better off buying a new oven.
