SOURCE: hot water does not come out

I pulled the water heater out of the rv and found the one way value broken and cloged.replaced with new one $9.12 and put back together.works great.

You will be happier if you replace it
Repairs seldom last very long with this type of problem

Check your by-pass again. Cold water enters bottom fitting/line, and hot comes out the top fitting/line. Any valve in between should be closed, and any valve going in at bottom should be open, as well as open at top. There are a few different by-pass set-ups, so without knowing which one you have, this should guide you somewhat.
If you can describe what you see there, I can probably guide you through it.

Will I still have water running to the water heater if I shut off the bypass valve?

Bypass valve is to bypass the water heater. No bypass valve and always water in tank. Put a bypass valve and shut it up it is like no bypass valve.Open the bypass and shut up the input (cold water) and output hot water) no running water in heater tank but still have cold water in the rest of the house even in the hot side of the faucet.

Jayco Heritage 2004 What are the 2 switches for beside the gas hot water.

Jayco isn't showing a Heritage model for 2004 on their website.
Owner Manuals
You can try contacting them on the above link and they should be able to provide you with a copy.
I believe they use Atwood water heaters, but don't know of any switches associated with it.

Where do I find the bypass valves for the hot water heater tank on a Jayco Eagle HT 27.5RLTS RV?

best advice is to find a Jaco distributor and talk with a service man as they have the diagrams or experience to fix the unit
look for a panel at the position out side the van where that unit is as there may be a removable section ( screws or pop rivets) that is the access to that unit
there are plenty of jayco sites around the country

My jAYCO rv only get luke warm water for as few seconds and

Also check that by-pass valve(s) is/are, in proper position at back of tank.
