Hello Terence, for what you are saying, that you have 12.6 volts in leg 4 (Supply) of STR G6551, according to the data sheet, it is low, it starts working from 14.4 volts, typical 16 volts and maximum 17, 6 volts
you would have to check the values of the power resistances of leg 4, also the capacitors and the optocoupler

Tendr?as que revisar los valores de las resistencias de alimentaci?n de la pata 4, tambi?n los capacitores y el opto acoplador

check voltage at the primary filter then check voltege at pin no 1 of STR dc which should be approx input volt if not then clear the path if present then check check up down volt at pin no 3 if not persent then replace the small capacitor near it the problem will be solved

Well thats not good, however if you can identify the Positive, usually RED, and Negative, usually BLACK. on the Fan, You can actually carefully insert the bared wire into a spare drive power connector, fans are all 12 V. You can use the YELLOW.. +12V & the alongside BLACK - 0V. This will power your fan. BE CAREFUL doing this. Once inserted use a piece of tape to secure the wires and fold them back against the Plug and secure. You may be able to buy a converter that plugs into that power connector & the fan?

Probably a blown fuse. If you have a warranty or can return it do that, if not unplug it, open it up and there should be a 250 volt glass type fuse. pull it out and make sure it is blown. If it is replace it at radio shack. If it isnt check for loose wires around the power cable and the transformer.
