Hi Andrea! You must charge your phone for atleast 5 hours for the phone to be fully charge.
If the phones battery was allowed to fully discharge you'll have to leave it charging for a few hours before it will even think about powering up.
Testimonial: "It uncharged. even being hooked to the charger. it will not turn on. it acts like its going to but starts the power up cycle over everytime it gets to 100% then it will just quit all together."
I'm sorry about the testimonial. not sure how to get it off of there. I'm a bit new to this. I meant that it is charged, even charged the battery in another phone. It will not power on. It cycles through the power on process
No worries. Here's something to try...with the phone turned off, hold the power button and the "*" button together for a few seconds. A warning message should pop up asking you if you wish to proceed....select "NO" and let it try booting from there. It's the beginning of how to hard reset the device but it may 'trick' it into a proper boot. If that doesn't work than the firmware may be 'borked' and the phone is finished.
