Im not positive with those but usually they have a hex screw on the pilars that you loosen, then slide the pilar forward/back on both sides, then re-tighten. Newer racks have easy position turn style knobs but older ones have a screw or bolt and may have a plastic cover that you have to pop out with a flar head.

Lock Smith can do a Tap and File (Insert a Blank and rotate it and File to get the lands and grooves to get it done (Time Consuming) and Cost Extra Money

I contacted Bell Sports and complained about the lack of downloadable manuals. They said they are in the process of developing the website which will provide them.

In the meantime, they sent me the manual for the Doubleback/Tripleback Car Rack in English since that was the one I used as an example.

Do you mean a bike stand, that you lock it to? If so, simply follow these steps and you'll be ready to go in no time!

1. Get bike to rack
2. Get off bike
3. Stick wheel through gap in metal bars of stand.
4. Lock bike to rack, passing the lock THROUGH the frame of the bike, not just a wheel.
5. Grab your keys and head inside, your done!
