Turn on unit and is stuck on high volume!
To put it simple like your question ;
turn the volume down
What device are you asking about ?
Brand name and model #?
what else is plugged into or could possibly be connected to said device with or with out wires
are you using a remote control?
Does the device have volume control button on it?
i hate to answer with a question but you need to repost a new question with a bit more detail about this volume issue. Or give me feedback in the comments. So I can further diagnose this Volume debacle.

Unplug the system from the wall and plug in again...It worked for me...hope it works for you too.
SOURCE: Volume adjustment won't function
This could be a problem with the software on your iPod, it's happened to my many times.
To resolve this problem i had to format my iPod, and the problem was successfully fixed. If you want to try this follow these instructions below:
First go to "Start" - "My Computer" - when your iPod is connected to the computer look for something called "Removable Disk" that's your iPod now right-click on it then click on "Format" alow format to complete then put music back on then try again.
You can use iTunes as well to format, connect your iPod then go to itunes then where it shows you a decription of your iPod click on "Restore".

spray some tuner cleaner in the volume and rf gain pots and work them back and forth. Have you tried an external speaker to see if stock speaker is blown? Also improperly installed talk back can cause this

Are you turning up on the tv itself? If you have a cable box, there is a separate volume that needs to be turned up too!!
