Sounds normal. Most digital clocks have a rapid set in forward and a slow in backwards. Helps you to get through the hours quickly. As you speed past the correct setting, you then backup slowly to the correct time.
Typically, you have to hold down a "Time" or "Clock" button, then press either a fast or slow button and hold it until the display reads the correct time. Some models have hour and minute buttons instead of fast or slow, and a few have a slide switch that you move to the clock adjust position (it would also have an alarm set position) before the hour/minute or fast/slow buttons are enabled. Some clocks reset to 12:00 AM if you hold Clock, Fast and Slow all at the same time. You'll just have to experiment a bit to find out what works on yours.
With the new digital clocks, there is really nothing you can do to fix this. The clock running fast is due to a faulty electronic or electric component that is out of tolerance. US electricity runs at 60Hz, which is 1 cycle per second. Clocks use this to advance the seconds on a clock. Too fast means the 60Hz on the AC power input is not being properly used and is running the clock at something less than 1 cycle per second.
This was taken from a radio similar to yours. Same brand but different model. Hopefully it'll help.
(Also the "SEL" button it talks about is a big round button/knob on the right of the unit.)
Setting the Time

For example: At 3:29: Pressing the [SEEK / FAST] button returns to 3:00. At 3:30: Pressing the [SEEK / FAST] button advances to 4:00.
