Sure sounds like a "low volts" reboot due to high current draw.
Are you measuring voltage at the radio itself, after any connector, fuse or circuit breaker? The voltage (at the set) should be slightly different between low and medium power tx. Use a good meter to confirm this.
Is the power supply able to supply the current required at high tx power? Is a current limiter operating? A lead-acid battery in parallel with the PSU might be needed at high power.
At high power setting the radio will probably reset faster than a low power input voltage can be measured with a normal meter, so an oscilloscope might be needed to see the power input voltage as it happens (might be very brief).
Could RF be getting back into the power supply? Does it happen on both bands? Is the SWR good? Is the earth good? How long and how thick are the power wires? Is there any filter on the power supply wires (close to the radio)?
If it's new there will be a warranty if it's a fault in the unit.

Radio off, use moni & menu toghether, start radio keeping the 2 pushed for some time until SELF apears on display. Then insert magic code 5858. There are now 2 values on screen like 136 174 first is lower limit, second is higher limit, after moding ude Enter and restart radio. Remember that at extreme ends pll may not lock on tx or rx or both, this is phisycal limitation of the radio board.

VR16 is not the low power adjustment, it's the CW Tone.
As far as I can tell, there is no low power adjust.
Try a different resistance pot for the RF Power.

I had a very similar problem on a hand held scanner. In my case the mylar speaker cone had separated from the voice coil. I found an exact replacement for under $4 at Allied Electronics.
Not sure what you want.....VHF band ius approximatly 130mhz to 175 mhz..... in that VHF band there is a commercial VHF band aprox. 155 mhz to 175...... the amateur radio vhf band is aprox. 135 to 150mhz.
With amateur radio, any freq in that range can be used...... with commercial radio the FCC cangive a company any freq. in that range also.
If you are looking for FRS/GMRS frequencies they are UHF freqs not VHF.
So I'm not sure exactly what you want......sounds like you might want to program in FRS freqs into an Icom amateur radio. If thats the case you will need an Icom that will do UHF freqs.
