I have worked on many makita compressors and have run-across this problem on a few of them. Your compressor has a check valve that is supposed to hold tank pressure after the switch reaches set pressure. There is an unloader valve built into the pressure switch that releases the pressure in the discharge hose after the unit shuts off. The unloader allows the compressor to restart with-out any pressure in the discharge line. If the brass check valve is leaking pressure back into the system, air will leak out of the unloader valve. Follow the discharge line to the tank and you will see the brass check valve. To test valve for fault, run the compressor till it builds around 80 psi and unplug the unit from the wall outlet. Remove the 1/4" hose connector from the check valve and check for air leaking out of the valve. If it is leaking you can order form www.toolpartsdirect.com. or call the makita 1-800 number. Don't starve the inlet to the pump. It will detroy it.
Buy a pressure regulating valve and plumb it in line per the instructions. Do not use a relief valve because you will have to have a return line or you will heat the water up on the inlet side of the pump depending on how the pressure washer is set up. It should already have a safety relief valve. You might look and also find a pressure regulator that is adjustable and all you problems will be solved.

Your manual pressure release valve might be stuck open or blocked open by some debree. It should have a steel pull ring on the end of it. Exercise it and try running it again. Also the pressure regulator adjustment might have been backed off to zero. Crank it clockwise and see if this helps. Check the air output lines from the compressor to the tank for leaks.

If this unit has what appears to be a pipe with fins on it , you may have a ruptured inter-cooler which will be leaking where you stated.

It sounds like the problem may be the motor protection device. If you draw to many amps it will shut down the motor. This also may happen if you are running an extension cord to power your compressor.
