USB flash memory thumb drive.
USB m2. drive
USB DVD drive.

find all entry points showing USB
the all for boot
see no USB devices allowed boot in 2002
see boot order, in bios if the device fails to show up there it is dead.
what did you put on the USB drive, Linux installer?
not told.
the manual tells to set boot order first, to 1st thing needed to boot, if USB fails to show up there , it does not support it.
some relic BIOS ive seen have line there called allow USB to boot. no kidding look for that too.
answering for usb boot device not told tested and working on modern PC.

You have a sick laptop, could be simply a faulty power adapter to a faulty motherboard. The Evo is old and probably not worth fixing, better to put your money towards a new laptop.
There is a way to retrieve data from your hard drive provided it is not faulty.
Remove the hard drive from the laptop and connect it to an USB hard drive adapter. Insert the adapter into a working computer's USB port and the computer will see this as an external hard drive. You can then open the folders and view your files. Copy the various folders and files you require to a USB memory stick and/or burn these to a CD etc.
It pays to backup your data regurarly because if the hard disk fails and this can happen unexpectedly, you will lose your data.
If the hard drive is faulty, there are companies that can retrieve data from faulty hard drivers, but it will cost you an arm and a leg for their services.

Your AGP video card is using up 512MB.
In the BIOS, look at the video "frame" or "memory" allocated to it and change it from whatever it is (512MBB?) to a lower amount and reboot and check memeory again.
Once this is successful, fill-in any empty memory slots with the old memory modules.

Please uninstall all the USB Drivers from the Device Manager and then restart the Computer. The USB Drivers are Operating System generic Drivers. The Computer will reinstall the Drivers for USB automatically
