Mower blades spin when not engaged on huskee 40703x60a; the belt on the blade pulleys is very tense, even before engaging.

The belt routing is ether wrong or the belt is not the correct length or both. When you buy belts, you must buy the original belts for the mower. "Fit All Belts" are cheaper for a reason. They will not last as long and will not perform as good as the original belts.

Set the brake/clutch. This will disengage the linkage that tensions the main drive belt, allowing you to put it on the pulley.
