Depends on when it was built for location Vehicles Built After 03/2002 it is behind the radio. Vehicles Built Before 03/2002 it is under the passenger side of the dash behind the pcm. time depends on location and your skill level [easiest location less than 1 hr ] and yes to programming this company --ford dealer --or an auto repair shop in your area can give you estimates https://moduleexperts.com/gem-modules/?gclid=Cj0KCQjw3f6HBhDHARIsAD_i3D8dSWrY2Pb-BieP04uo_k1ym67nXPQP5BwEJfVhhlYwCNg2AA4OxJ4aAiq9EALw_wcB

SOURCE: How do you access the spark plugs 2002 mercury mountaineer

IIRC these are a coil over design. meaning the coil is over the plug. the coil should have one 8mm bolt holding it on the lower intake manifold. remove the coild to get to the spark plugs. look by the fuel injectors, coil should be just next to it or very close. coil usually says motorcraft on it and circle in design.

good luck

SOURCE: cabin filter location mercury mountaineer

There is one for the 2003 Mercury Mountaineer. If you are smellign a "vinegar" odor, mix a solution of 1 part bleach to 3 parts water and pour it down the grid at the base of the windshield. It will take care of the smell.
