That is because you are in roaming area outside of regular coverage's. Try to get other SIM card from a closer provider assuming your phone is unlocked.

Telkom coverage is very spotty.
You may simply be outside a primary area of reception.
You CAN say Yes to roaming, BUT it is much more expensive to use your phone when you are Roaming.

How do I activate roaming on Telkom mobile? Arriving back in SA:
  1. Open the SIM Menu/SIM applications on your phone.
  2. Select 'International Roaming'
  3. Select 'Via 8.ta'
  4. Restart the phone.
  5. Phone will connect to the Telkom network.
