A one beep wonder, (but does not boot (forgot to say that?)
so that is this thing, 531.
an 11 year old desktop, running what windows xp, vista or 7
so when you turn on any dead desktop, the monitor (unstated)
shows no Signal, or no sync or works near same.
it will do that on every monitor made, newer owns show.
monitor cable disconnected, can not connect.
then PC on 2 fans spin, the PSU fan and the CPU fan.
if no fans spin, the PSU is dead or overloaded.
so fans are first here, do tell this.
ever clean it of all that 11 years of packed up inside lint?
causing fans to fail or simple overheating?
Fans what to the fans do ,seen heard and felt blow air.

If you have a PARALLEL cabled printer, You need the same sized port on your PC.
Most newer PCs no longer have serial ports, as they are antiquated and slow method of communication.
There are adapters however, if you have a smaller SERIAL port.
And ones that are USB - or a combo one like the following....
The Inspiron 531 Does not appear to have the PARALLEL port you require.
My 812c (older) has a parallel cable and usb cable. Look for the Mini USB on the back of the printer, and all you would need is a cable like this - TYPE A to TYPE B

Ok with that issue your hard drive is either not connected correctly or your hard drive has gone bad.

very easy sir..restart the computer and start pressing F8..u will see a screen where u will c a option,,repair my computer,select tat and hit enter..u will see an option which will say"restore my computer to original factory settings"..just read the prompts and go ahead..it takes 8-12 min to finish the restoration and after tat u hav to reconfigure the computer as u did when u got the computer for the first time...but remember all ur data will be lost..so back up all the data

try to hit win at keyboard, or ctrl+alt+del, if not working try safe mode(F8) and select recovery

You cant get in safe mode because the PC hangs before windows ever try to start.
Try to press F8 multiple times but right after the Dell screen.
Some computer don't like that you press F8 while the bios is loading and just hangs there, maybe its your case.
