I'm not really sure what causes this but I might be able to help.
I have an LG 42 plasma which had the same problem. In my case I removed the video and the tuner board (they both were mounted on the same frame which was screwed on the tv chassis) and installed them in a "wooden box" so that there would be no electrical contact with the rest of the chassis except from the cables connected to them. It now works fine.

G'Day!
Unfortunately, what you're describing is a repair
issue. You won't be able to address the problem with troubleshooting.
There is a part inside the TV that needs to be replaced. If you're
under warranty, this will cost you nothing. If you're not under
warranty the cost will likely be a minimum of $200 parts and labor.
However, be warned that the cost could be considerably higher.
I hope I've provided you useful assistance and that this information
allows you to make an informed decision as to how to proceed from
here. Please be sure to vote on my response. I hope I've earned a
good rating from you today.

additional assistance so that I can help you further

Your Vs voltage is high, check if the heatsinks on the Z-sustain board are getting hot after a short time, if so replace the Z-sustain board. If not, dis-connect the Vs & Va plug connection to the Y-sustain & check if the voltages are normal (185V & 80V). If they are then your fault will be in the Y-sustain board. There is a possibility the control board (sits below the power supply) could also be a problem as it is not able to initiate the control to the sustain boards.

I have the same issue with my LG 42PC3DVA and I narrowed it down to the Y SUS board. After a little research there are a few items that are prone to go. The ceramic fuses (as you found), sometimes the capacitors on the Y SUS, Z SUS, and power supply go along with them You can tell because thy will be bulged at the top instead of flat. I replaced a few of my capacitors - they are only $0.89 each so it was MUCH cheaper than a board.
The other thing that is common on the Y SUS in particular are the FETs (also called MOSFET). They can be replaced if you are good with a soldering gun but they are static sensitive so be grounded. They are also a bit tricky to test so you may want to do some research on how to determine if this is the issue... or you can just replace the whole board.

sounds like you needed to replace your video fuse before anything normally if you have video but no sound its an audio fuse and vica versa if for some reason both were out I would say your in need of a new power supply I would suggest replacing the fuse and if it still does not work contacting a service tech to run a diagnostic to see what exact part or maintenance you need
