SOURCE: I have a troy-bilt 1130

The Troy-bilt 1130 does not have heated handles. Only the 1028 does. That might be why the handles are not heating. Look at the link below page 7 right side.

Troy Bilt 3090 snowblower surges off choke, doesnt surge on choke, cleaned the carb, jets, float, drained tank, cleaned fuel filter, fresh gas, still surges. Could it be the governor or idle jet?l

you could try opening up the idle/mixture screw another turn to make the transmission from idle to throttle better
governors just open the throttle butterfly according to the spring tension setting from the throttle lever

How can I get my snow blower to idle in a steady fashion?

Tune up and carb adjustment. There are two screws on your carb which control the low end(idle) and the high end (throwing power) Play with those with very small turns to adjust.

My Troy bilt squall 2100 snowblower does not idle steady. It races and slows while idling.

It sounds like the carb needs cleaning and readjusting, or the fuel filter is clogged. Good-Day! Remove and clean out carb, it may be dirty inside.
