First make sure you have the correct size belt, compare with old one. If they are the same then you have the belt routed the wrong way, you are most likely missing the tension pulley in your current routing of the belt. Usually there is a diagram either on the deck of the machine or in the owners manual.
SOURCE: How do you replace a drive belt on a husqvarna cz4817
i just replaced my belt on a cz 4817. On one side there should be a bar with a spring on it. If you sitting in it it will be on you left side mounted on the deck itself. Push the bar in for about an inch and then up over the lip thats the belt tension spring. you should now be able to remove your old and put the new on. If you need the diagram to show you how to lace the new belt let me know and i will email it to you. good luck

This machine has a electro magnetic clutch, bolted to the end of the crankshaft, if the bearing in the centre has seized it would explain why the engine will not now crank, it relys on the crank turning on the bearing when the blade are not engaged, unfortunatley the clutch is non servicable, it is is part no. 539105406, check also the anti rotation bracket is still in place and fractured, this stops the clutch outer from spining with the centre, the clutch is just bolted on the end of the crank, remove the belt, you will have to loosen it by taking it off one of the blade pulleys, remove the 5/8 bolt, dissconnect the wiring connector, and pull the clutch off the end of the crank, if the bearing in the centre is solid, it will require a new clutch, be aware they can be expensive!.

Could be one of a few problems. Easiest... disengage the blades (engine off) and try to turn the blades by hand. If any blade is hard to turn your blade spindle(s) need to be serviced or replaced. Look for the belt tensioner, and see that it is not loose or out of alignment. Check all of the pulleys for damage. Make sure that you have the correct size belt! If you are mowing very heavy growth, you may be stopping a blade while mowing, and that will eat up a belt in a hurry.
