There are no magic ways based on the IMEI number, and no universal code.
There are two types of lock.
1. a consumer set pass code. To fix that, you just do a hard reset which scrubs the phone clean, deletes all data and reloads the operating system fresh and clear of locks.
2. a PUK Lock or SIM Lock
