Log on to your Ebay account then go to Ebay summary page click on Account Personal information on the far right you will see an Edit option to change your details you might have to do the same with Paypal as they are Linked to Ebay.
You should get an email to confirm these changes from both Ebay and Paypal
Log in to My Ebay
On the upper left part of the page you should see three tabs:
Activity, Messages, Account
Click on the Account Tab
Below Account Summary is Payment Methods for Seller Fees
You can make any changes there
