Are you perhaps asking about a Cook's Essentials pressure cooker manual? I don't find your model number connected to any Cook's pressure cooker and do find it for a Cook's Essentials pressure cooker.
If I am correct that you mean Cook's Essentials, it seems that brand is exclusive to QVC.
I have found manuals for other Cook's Essentials pressure cooker models, but not yours. Therefore, I suggest you call QVC and ask a Customer Service Representative how to obtain the user's manual for your model pressure cooker.

If you use the Edit feature and add the model number of your Cook's Essentials pressure cooker, I may be able to determine what company manufactured the pressure cooker for QVC. It seems QVC is the only seller of products with the Cook's Essentials brand name.
With that being said, if you have the user's manual for your pressure cooker, near the end of the manual may be a section on service and repair. If so, there may be a phone number listed there you can call to find out about purchasing a replacement seal (the gasket) for your model.

When the cooker is reaching pressure, the valve should point to the dot, and after pressure cooking, you turn the valve towards release. The valve will feel quite loose, but it if it's in the wrong position when the cooker is reaching pressure then the cooker cannot build, and consequently will not release, pressure.
