You may be able to use a different base to charge the battery but chances are you may not be able to use the base with the phone since the base electronics are matched to those of the original phone and they will not match up.
Use a pencil eraser to clean the contacts. Check your battery, as if it is bad it will not charge even if the charging base is providing the electricity it needs.
Your new battery might has some issues. Put your old battery back on and try your charging cord and base. If it starts charging your old battery; it means new battery has a problem. If old battery doesn't charge too; i suggest you to try a working charger. If it still doesn't response; most probably during replacement process; you damaged pins of your phone's charging port connector.
If broken pin is at above red circuled area; you are lucky because it has price around $5. But if broken pin is at motherboard side, it may cost you around $50 or more due to motherboard repair.

But is not charging - as soon as the cahndset is removed from the charger, it indicates low battery, then will power off
It is searching for a signal because its signal is so weak it cannot find the base. If it cannot communicate with the base, there is no conversation.
New or not ... your battery is either faulty, prematurely dead or not charging. I am leaning toward not charging ... do you have it plugged into a hot outlet (not switch controlled)? Can you measure the power coming OUT of the transformer? Is there a charging light on the base unit that would indicate a charging condition?
not the battery. open the base and raise the three little brass charging contacts. i used a file to shave the plastic on remote contacts to get it to seat better on the base. if you mash on the remote while on base and it starts to charge then do the mod.
the steady red light showing when in charger shows that
it is charging. the blinking red light when taken out of
charger or turned on and off means it is not fully charged.
leave it in charger till red light turns green.
Check the handset battery -- if there is a slight "bulge" on one side (ie: not COMPLETELY flat) then the problem is with the battery. I had that problem and had to order a new one. That said, I just installed the new battery, and while it now charges, the handset won't connect to the base unit. The base unit works (tried the speakerphone), but there is not connection between base and handset.
