have you checked and removed any built up grass/ mudd from the blade/ bell housing ?
does the blade turn freely after this ?
remove the pull start cover assy does the engine rotate freely ?
make sure the blade brake is not stuck on ( if these units use them )
if no check your oil level ?
if you have no oil reading on the dip stick you could quite possibly have siezed or partially siezed your engine
make sure you have not hydraulicd oil into the combustion chamber ( this raises compression )
to the point where it has too much compression and oil will not compress and causes a loc near tdc
take look and let me know

I would say check the bolts that hold down the pull cord they are the same thread as the cover bolts but the cover bolts are a tad longer and if used on the pull cord housing they stick down to far and hit the fan blades on the magneto and it will not rotate
actually doesn't sound like a fuel supply issue. pull your spark plugs and check the gap and for any debris. A hot engine typically will fail when something crosses the spark gap. Make certain the gap is proper, and that the plug(s) are clean. Don't trust the manufacturer's preset gap since this can be altered in shipping. If your plugs are exceptionally blackened, you may have a valve or ring issue allowing excess oil to foul your plugs. Be aware that 2stroke engines use an oil mix and that too rich(over oiled mix) can cause as many issues as too lean a mix (burn out of ports and rings). Never use 2 cycle fuel that has sat around over a season as it can really screw up your equipment. Always use fresh mix.
