With engine OFF and key in OFF position, check voltage at the battery posts with a digital multi meter (~$10 at any home improvement box store. It should read 12.5 VDC or greater. If not at least 12.5VDC, then battery/charging system failure. (The engine may start/run, but not enough power for the clutch.)

If battery voltage is 12.5VDC or greater, check for power at the clutch. With engine OFF and key in RUN postition, place the PTO switch in the ON position. You should hear a pop like sound from the clutch engaging. If no sound from clutch then there's an open circuit somewhere in the PTO power circuit or the clutch has failed. The clutch can be disconnected and powered by any 12V automotive battery (12.5VDC or greater).

If you want to trace the PTO clutch power circuit you will need make/model specific schematic.

Does it drive as normal? Does engine shut off when you pull the knob? If you have one with the reverse bypass that switch could be bad or wires are off. If it shuts off completely It could be the safety switch under the seat.

Why mower blades will not engage when buttom is pulled

I believe this one has an electric clutch. Check to see that the switch is operating properly, that the wiring is good to the clutch, and that the clutch is good. Use a volt meter to check that there is voltage to the clutch when the switch is operated.
