You can. Most recipes I have found for pot roast made in a slow cooker state to add the vegetables right after adding the meat.

By the way, all 3 recipes state one should brown the meat first in a skillet on top of the stove.

I couldn't find any information about your pressure cooker online and that includes recipe booklets. However, you can use any pressure cooker recipe booklet for your pressure cooker. Here is a large collection of pressure cooker recipe booklets:

Some recipes should not be cut in half. I would make the whole recipe and freeze the leftovers.

Mom's Basic White Bread for DAK Turbo II
1 package yeast
3 cups flour
1 Tablespoon sugar
1 teaspoon salt
2 T nonfat dry milk powder
1 T butter (room temperature)
1 1/4 cups warm water (Not straight hot. It'll kill the yeast.)

Pour the yeast to one side of the inner pan. Add the rest of the ingredients in the order above. Select white bread and push "Start."
