If you have gas engine it could be converter belt.

If it does use a converter belt It could also have issue with the drive or driven converter. I have had problem with Kawasaki mule driven converter which is the converter the belt rides on for the transmission.

if its gas remove govener sping and hook up throttle cable directly to carb. be forwarned that these are not designed for high end speed and it will be squirly. also a lot of parts will wear faster including the engine.i suggest increasing the govenor spring tension by either bendig the bracket a hair or finding a little stiffer spring

sounds like you have either a relay or computer that is bad, needs to be serviced
