Check the ignition system, check for spark at the plug, if it has no spark check your points, ignition coil, etc. If it has spark you need to check the fuel system so that's gonna boil down to an obstructed fuel line, a clogged fuel filler, or something in the carburetor(s). That should lead you to figuring it out my friend, best of luck. It's always either air, fuel, or spark! If one or more of the 3 are missing it'll never run(not right if it does), those basics always apply to an internal combustion engine of any age or size, whether carbureted or fuel injected. Thanks and Best of Luck

Let it dry out a day or so, perhaps in the sun or a warm place. Try again. If it still won't start, try to find a fuel line or fuel jet and inject some compressed air in to blow it out a bit. Good Luck!
SOURCE: 1974 johnson outboard motor 25hp stalls when hiting high end
Not familiar with that specific motor but had similar vintage smaller HP Johnsons. From my experience it sounds like it could be that the high speed carb adjustment is too lean. What I would try is running the backing off the high speed screw 1/4 turn to 3/4 turn, then test. If works better, screw back in in 1/8 turn increments until the problem recurs, then back out 1/4 turn and leave it there.

There is a switch in the control box that locks out the start unless you are in neutral. Open the box and put in a new switch, this is a safty device to keep it from starting in forward and throwing you out of the boat. Jim OMC retired Mech

go to an auto parts store and get a can of gasoline additive called seafoam. Read the label so you know how much to add to your 6 gallon tank. This stuff works wonders on outboard motors.

Mate.Get the fuel pump checked.Diaphram might be in the wrong way.Fuel lines?if you prime the bulb, does it pump up?Was the electric choke hooked back up and is it working properly?Check the correct part was put in.Does it run or start if you squeeze the primer bulb.It may be in the wrong way if it was changed.Start from the tank and work slowly forward towards the motor.Hope this helps to get you going

You have an old style point and condenser system... if your not getting spark and you are in the neutral position , keeping in mind that remote cable shifters stretch and neutral on the control may not be neutral on the motor and cause the safety kill to kick in and kill the engines ability to spark. ( just adjust the cable ) .. If that is all good and you get no spark your going to have to change the condenser and points or at least clean them up. ( you got to pull the flywheel to expose them) and clean up the magneto... or replace it. That old of an engine probably needs a fix or a good cleaning and readjustment...
