The exact age of Aisha (r.a.) isn't known. All we know, for certain, is that she was past puberty. So she could have been anywhere from 9 to 16 when their marriage was consummated.
The age of consent hasn't always been 16 or 18, like it is in most places today. In the 19th century, age of consent in the USA was 10. In Delaware, age of consent was 7 (in 1895). For most of human history, you were considered an adult as soon as you hit puberty.
So, yes, 9 year olds were considered adults. They were treated like adults; had responsibilities, privileges and experiences of adulthood. You can't compare a 7th century 9-year-old to a 21st century 9-year-old because one is much more experienced (thus, more mature) than the other. Aisha (r.a.) did marry the Prophet (s.a.w) out of choice (she was proposed to by other men but rejected them and chose the Prophet instead).
Its difficult to wrap our head around some of the practices of human history, but we don't have the right to put down or disrespect people of the past just because we happen to live a much more luxurious and privileged lifestyle, and can avoid living the way they did. The age of Aisha (r.a.) was never a concern for anyone, until recent times when America decided to raise the age to 16. Before then, islamophobic non-Muslims criticized Prophet Muhammad (s.a.w) for other reasons, but Aisha's age was never a concern for them until they changed their own rules (because they had the luxury to do so). When they changed their social rules, they judged every other society using their standard of right/wrong, regardless of what the other societies were struggling with. Not every society could afford an extended childhood, the way we can today.
Its also not realistic to expect one man to suddenly and drastically change a practice that has been done for most of human history. If the Prophet had declared that marrying anyone below 16 was wrong, would people have stopped doing it? They wouldn't. Non-Muslims would still be practicing it, and Muslim women (who were a minority) would be left without a male guardian and harassed (unmarried women, especially if they werent married by a certain age, were harassed and treated badly by other men). It would have put Muslim women at a social disadvantage.
And lastly, age of consent is still being debated today; some people are now saying that the age of consent should be 25, because that's when our brain is fully developed. That's our logic today. Back in the day, their logic was that puberty is adulthood, and that worked for them.
