If it gets stuck on the flywheel it may not be the right tooth count. or it may need a shim put between the starter and the engine block to separate the two

If the starter engages and begins to turn the engine and then stops (starter stall), then likely overdue valve lash adjustment (200 Hrs by manual).

The motor has a governor that controls its speed, and if one of the pivoting parts or linkages is sticking this would happen. Look for the throttle linkage on the engine carburetor (move your throttle up and down, watch what moves). The governor will be a second linkage attached to the throttle arm. Squirt some WD-40 on any rotating parts and make sure a foreign object isn't stuck in there. It could also be the part of the governor that's internal to the engine -- harder to get at, but not expensive to fix.
