I have a toro 621E and once started when done cannot turn off with key, have to pull choke out?

It could be a few things but i would start by checking the wire connections at the switch to be sure they are secure and not corroded or broken. also the switch itself may be bad. check to see and replace .

Check battery connections, make sure they are clean and TIGHT!
Check the harness where it plugs into the starter switch
Check the harness where it plugs into the battery wire harness
Check the cable at the starter, make sure it is clean and TIGHT
If you need it, you can go to toro.com and enter your model number and download both the Owner's manual and a parts manual if that helps you any

This item is equipped with an electric starter, regardless of the age of the gas (Unless there is rust persent in the GAS tank), the unit will many times still turn over. This unit is also known to have problems with its COLD START or start for very cold temperature. This is what I did to fix my same problem. Attempt to move the unit into a warmer climate such as a garage, cover it will several blankets, (These blankets may get gas on them CAUTION), and allow the unit to warn up. When the unit is COLD, the metal inside the unit contracts and is not in the exact same condition as it was when you purchased the unit. Further, warming up the parts naturally will allow the metal to warm up and greatly increase the possibility of an electric start. Please try this option first.

Pull cord broke

take the string attachment off there are 3 or 4 small bolts , maybe 5/16 take them off or it may be riveted drill them out fix cord rewind spring right ,put back on with the bolts or put new ones on , good luck easy job

Toro 621e blows a stream of snow out of rear of machine

1 dont tilt the blower forward. the paddles are not supposed to touch the ground. the only thing that should rub the ground is the scraper bar. that bring us to number 2.
2 damage to the scraper bar would cause the same thing.. not likely if the machine is that new.

Toro snowthrower 38180 won't start

You have probably fouled the spark plug (got a heap of black carbon on it) remove the spark plug wash in some petrol then use a wire brush vigorously brush between the contact points on the plug then reinstall. & lastly don't forget to push in the choke when you get it fired up next time.??

Starts hard floods easily even avoiding the primer

Prime away... on a chainsaw it does NOT squirt fuel into carburetor. It draws fuel from tank, through carburetor, and returns it to tank.
Using the choke however will flood it in a second once it has fired. with a good fuel supply, 99.5 % of chainsaw won't start problems are flooded.
Your manual start procedure should be similar to this:
Start Procedure
Cold:
  1. Ignition on/off to on
  2. Set compression release – optional step even if saw is equipped with a compression release
  3. Pull (close) choke, set fast idle (done when choke closed on some saws); pull starter and listen for an attempt to start. once heard (usually two pulls; no more than 4)
  4. Set compression release – optional step even if saw is equipped with a compression release
  5. Push (open) choke pull starter until it starts. (usually first pull)
Warm:
  1. Ignition on/off to on
  2. Set compression release – optional step even if saw is equipped with a compression release
  3. Pull (close) choke, set fast idle (done when choke closed on some saws) – Do not pull with choke closed.
  4. Push (open) choke, pull starter until it starts. (usually first pull)
The real key on your Husky is to open the choke once it attempts to fire. Closing the choke sets the fast idle but leaving it closed only floods the engine once warmed up or after it attempts to start. True of Stihl too but slightly different start procedure.
