go to the website that manufactures the card and then install the vista driver you will need to ensure that the device is removed in control panel first otherwise vista will duplicate the device.
then go into windows vista network connections and enable the wireless card and request it connects to network.
you will need to allow it access at the firewall or it will not connect

You should have to have a data plan, I have heard of people using it without a data plan and not getting charged , but I have also heard of some that have, so I would just call AT&T and ask a representative that way if they say you won't get charged and you do have that conversation to lean back on to get the charges dropped. Hope this helps, sorry its not a definitive answer, but it varies. Just call and ask, they would know best.
