Error codes will start with "E"
P indicates installed and set to use "PSI" as the measure
A indicates automatic de-aeration program
My Suggestion:
Give it demand by opening all hot valves to remove any possible air lock, listen for water flow/fill. Check valve to heater and open if necessary.
Press Step-button for 5 seconds and you should be able to switch between Technical read out and the "state". State should normally should read "GOOD"

SOURCE: Rinnai R50LS- water doesn't heat, even though there is good flow.
If it's a new install: the water is going backwards through the heater and you need to check that your cold water IN is actually hooked up to the cold water IN spot on the heater. they don't register flow if the flow goes backwards through the heater.
If it's not a new install: something is stuck in your flow sensor, drain the unit and take it out to check.
get the installer people back to set the operation correctly as it should have been test run before they left
read your operators manual for settings or trouble shooting
