Two front panels with same error likely means its not the front panel but the control board. If the same service tech replaced the front panel twice and now same problem, he should realize the problem is not the front panel. But its easy for me to sit here in hindsight (and still be wrong). So absolutely no guarantee replacing the $300+ control board will fix the issue.

If the heading above is correct, and this is a Kenmore Elite front loader, "F02" is a "Long Drain" error. If the drain time exceeds 8 minutes, the water valves are turned off and "F02" will be displayed. Here's what you need to do to determine if you have a definite problem:
1. Press "PAUSE/CANCEL" twice to clear the display.
2. Check the drain hose to make sure it is not kinked or clogged.
3. Check the electrical connection at the pump and make sure the drain pump is running.
4. Check the drain pump filter for obstructions.

"F02" is a Long Drain error. If the drain time exceeds 8 minutes this error code will be displayed. In addition, a "SUDS" error may also be generated as a secondary error. This is an indication of a drain pump problem and/or clog in the drain line. You will need to check the following:
1. Check the drain hose to make sure it is not kinked or clogged.
2. Check the electrical connections to the pump and ensure the pump is running.
3. Remove the drain pump filter and check for foreign objects and/or debris.
