Bostitch 02011 stapler. Refilled staples and now red light is not on and will not staple

What has most likely happened is part of a staple is stuck in the front portion of the stapler where it forms the staple and presses it into the stapler.
You would most likely have to remove the stapler, and remove the binding staple from the stapler head.

The optical sensor that detect the presence of the paper is malfunctioning - you will have to take the unit apart and see what is wrong with it. Most likely the sensor is dirty and it needs to be cleaned.
